[Scribus] invalid xml character in the sla scribus file

Yes, I've pointed this out some time ago. There doesn't seem to be much 
interest in fixing this. It definitely gets in the way of writing 
scripts to manipulate or even analyze the Scribus files. Probably the 
last barrier to a true XML compliant format.

What I done as a kludge is do a search and replace, done something with 
the file, then search and replace in reverse. Not pretty.
