No problem for me. Try to remove your scribus preferences, and also make
a fresh install.
If there's also same errors, fill a bug.

New fresh install last night from an up to minute svn.
Preferences were not set - this error occured when I tried to set 'preferences' 
in the new install.
I had no problem with a previous 1.3.5 svn so Its definitely a latest svn problem.
Gonna file a bug report.
