I don't think that's quite right. I've used psutils for years, and it's 
a great toolkit for manipulating postscript files, but doesn't really 
deal w/ file format conversion. Anyway, on my system (Arch Linux), 
ps2pdf is part of Ghostscript, and pstopdf is part of TeXLive (on Debian 
it apparently comes w/ CUPS).
