if you (or semebody else) has not done it yet, please fill a feature request
to bugs.scribus.net with an *exact* description of the changes for  the
support of PDF/X1a:2001 (possibly with links to the official specification).

i guess that, if it's really that straightforward, as it was mentioned here,
a dev will pick it up and implement it.
(in such a case, the time to program the feature is probably much smaller
than time necessary to understand what has to be done: so, non-programmers
contribution can be a substantial help!)
