[scribus] pdf 1.5

I discovered by accident that some software out there can't handle pdf 
1.5, including some Ghostscript utilities and Acrobat 5. So the rule 
seems to be use the earliest version of pdf  you can get away with. 
Recent versions of TeX tend to produce 1.5 by default. In Scribus you 
get a choice of course.
