They did not resolve this bug because they can't reproduce it and the
reporter himself mentions it does not happen all the time.
Basically, what we need here is more similar cases to help pin down the
issue.

I suggest you file your observations in the existing bug and that you upload
your screenshots there too. If you consider the issue too different, then
please file a separate bug report. One thing that is surprising is the jump
into another text frame. Unless you have created that other text frame and
linked the text frames together, this for sure is not suppose to happen.
It's also advisable to update to the next stable release, 1.3.3.12 and see
whether the bug is still present.

This is more than enough for running Scribus.
