[scribus] Scripter plug-in not found

I just installed the latest 1.3.5 snapshot and I can't see the Scripter
plug-in anywhere in the tool bar or any of the menus. Is it not available in
this version or do I need to do something else. I checked the Plug-in
preferences and it looks like it is there. I want to try and run the script
that I found on the wiki that is supposed to vertically center text in a
text frame so see how it works in this version.
