[scribus] Debian and Ubuntu 1.3.5 packages (scribus-ng)

I just uploaded amd64 and i386 packages of scribus-ng (1.3.5.1 release) to our
archive's repositories [1] in addition to Debian testing/unstable packages I
uploaded few days ago. Please note that running 1.3.5.1 on Ubuntu Intrepid is
not encouraged as its Qt4 is too old to support 1.3.5.1 features, so I am not
going to provide Intrepid packages to avoid a mass influx of invalid bug
reports.
