Yes, it sounds like you need to ask your printer what their requirements
are to accomplish your layout.
Perhaps this is just a small newsletter, basically just one sheet of
11x17 printed on both sides, but if it's more pages, then you'll have to
do all the figuring out to determine what prints next to what and what
is on the other side of what, and then you'll wonder if the printer will
get it right.
Ideally, it would be best for you to simply make 8.5x11 pages and then
have the printer do the imposition. If they can't do this, you may be
too low on the printer food-chain, so take a step up from the
bottom-feeders.
