I have filed a bug report here:

https://bugs.launchpad.net/ubuntu/+bug/351080

Note that I have confirmed that it also happens in OOo, AbiWord and
KWord, as well as Scribus. So the problem is a[pparently not coming
from Scribus.

Unfortunately, my bug report is coming very late for Jaunty, as the
final release date is set for April 23. This bug is very serious for me
because I must use IPA characters constantly in my work. I would really
appreciate it if users here could confirm what I have noted above and
then make comments on the launchpad bug report.
