Changes made to font face and size in File > Document Setup have no impact

I've made lots of styles during the course of my work with Scribus during
the last couple weeks but have not always been able to get things to work,
and really, I am sure that I am sometimes seeing a bug & sometimes using the
software incorrectly... but it is very difficult at times to discern the
difference.    I think it would help if the UI were simplified... no
repetition.  

I am just now figuring out that applying a paragraph style *does not* have
the effect of applying the character style assigned to that paragraph style. 
That is, if I apply a paragraph style in the story editor, the character
style associated with that paragraph style (as set in the style manager) is
not also applied.  If that is the intended behavior, then I'm not sure why
the UI allows me to set a font face and size for a paragraph style.
