[scribus] convert to pdf or png from command line

ImageMagick has been used for a long time for this purpose. If 
Ghostscript and ImageMagick are installed on any GNU/Linux installation, 
then you can use:

convert filename.png filename.pdf

and so on to convert from any image format to another image format. You 
could also resize pages and so on. It is unclear to me what is your 
original fileformat to convert from.
