[scribus] Vertical align of text / aligning text with horizontal lines

I tried using 1.3.3.13 for Win32.  However, whoever fixed the QT DLL 
problem for *Vista* computers didn't think about the fact that Windows 
Server 2008 (my Terminal Server OS) has the same problem...  So I decided 
to go with a Portable version, which happens to be 1.3.3.2.

I don't know how old 1.3.3.2 is, but compared to 13 it seems pretty old...
