[scribus] Question about master pages and level

Hello,
for a layout of a journal I have used left/right master pages for
things like page number, basic graphics elements etc. Works fine so
far.
On one double side in the journal I'd like to have some huge light
background picture.

Now my question: is it possible to put the picture on the lowest
level, so that the elements from the master pages like page number are
on top of the picture? I wasn't able to get that result (picture was
set as bottom, elements on master page top).

The only workaround I see is to put the pic on two special master
pages, but I can't edit them (the left and right) in double side mode.

I'm using 1.3.3.12 at the moment.
