no, it does mean that your user experience will be better with linux and 
that windows is evil.


1.3.3.14 is indeed the latest stable release of scribus and it works 
mostly the same on linux and windows (with some problems when you use 
custom skins in windows).
stick with it if you have no specific reason to change.
publisher is for most uses much worse than any modern versions of 
scribus (this is brought to you but somebody who has never ever used 
publisher in his life).


finally: use free software with windows. use more and more free software 
with windows. one day you will automatically switch to some sort of free 
operating system.
