Given the complexity of the Scribus XML format I suggest against trying to 
create it external to the Scribus program itself. My attempts to fiddle with 
it (like putting in more carriage returns for greater readability) have 
resulted in files that would not load, even though there was no substantive 
change to the file. Also at the moment there are three Scribus XML layouts 
in use: 1.3, 1.4 et seq. and 1.5. Some of the templates are from still 
earlier versions.  Scribus knows how to read an older format and convert it 
forward. But I wouldn't try to match the expertise of those who actually 
work on the code.

For batch processing of images my suggestion would be ImageMagick. That 
toolset is not simple to learn, but those who use it regularly do batch 
conversions of images all the time.
