The quick answer is no, at least not in an automatic way, considering
word-wrap.
BUT, in Scribus there is always a way...!
Suggestion:
Make a copy of your text frame, keeping the same Y-Pos, but shifting
X-Pos to left or right. Delete the contents if necessary, then using the
same linespacing, make your column of line numbering. Adjust the size
and positioning of the 2 frames as desired. This is also a situation
where align to baseline grid could be useful.
If you were doing this repeatedly, it could probably be scripted, or at
least you could have a ready-made frame with numbering saved in the
Scrapbook.
