I use the Story Editor and within that I define styles for all the 
common types of text I will be using. When you define a text style 
there is a place for specifying the spacing between baselines. For a 
12 point type I would typically define a spacing of 15 points. The 
default is 120% of the point size. The exact arrangement of the text 
style dialog may vary a bit between releases. See page 85 ff in 
"Scribus, the Official Manual".
