Basically, yes, but you can always import additional  colours from an existing 
Scribus document or from several other palette formats (EPS, AI, GPL and SOC) 
into your current palette. You can also import colours from Scribus's own 
palette format (XML), but since it isn't listed as a supported file format, 
you need to select "All Files" in the file dialog to see the Scribus palettes 
(I just fixed that in 1.4svn).
