No, that won't work. Images in Scribus are not embedded in the file,
but linked from disk. You can not put an image into a Scribus document
if you don't have it as a file on your disk.

(Ok, there have been suggestions that Scribus should be able to load
images from a URL, but I don't think that is possible yet.)

So, first thing to do is to save the GIF as a local file. THEN you can
insert it into a Scribus document.
