mac don't have small screens...

so, if there is a dialog which does not fully show on a mac, i think 
scribus should change the dialog and make sure that all the content is 
reachable on a normal screen.

but this is not your case...

since
- linux (and windows somehow, too) have a way to move a dialog in such cases
- there is no netbook shipped with OS X
- you're not supposed to put OS X on any netbook
i don't think that this is an issue (well, the issue is: apple will have 
to fix this in OS X, before they will start shipping netbooks!)


you may look for (or write) a OS X extension to move windows in the X11 
way, though...
