you must have a strange version of gimp...
as soon as you know how many dpi you want (you should know it from the beginning...) and the size of the picture in the document you can safely resize the image in gimp.
depending on the type of work you're doing it is worth to use a resized image or just add a full blown image into an image frame.

this is indeed the way to set the output size in scribus. however the image does not get edited (which may be what you are looking for...)
