I don't exactly know if and when embedding fails, but you can specify
which fonts you want Scribus to embed using the Fonts tab in export
dialog. There is also a "Embed All" button there. You can also convert
fonts to curves as well (which is what I usually do when sending PDFs
to commercial printing).
