[scribus] Frames won't unlock

[Margaret and George McIntosh]

Boy, do I feel stupid. I was on the wrong layer. Changed the layer and all is well.
I feel even more stupid since I did the same thing last week and found it myself and 
swore that I wouldn't do that again. Version 1.3.3.13.
