Well, maybe. We have these bleed tools available in Scribus as a script 
in 1.3.3.x and built-in with 1.3.5+, but if you ask your printer he may 
tell you that he can take care of bleed for you.

If he can, you need to send him a PDF where the image/graphic goes a bit 
past the edge of your document page (this will generate an error to 
ignore) so that the bleed comes out alright.
