Go to this link and scan down the page to the link for the 
self-extracting gs864w64.exe for the download.

Unfortunately, they do not offer a way to buy it, it can only be 
obtained for free (as in beer).

Scribus, on the other hand, is available by sending €100 to the Scribus 
project - unlimited downloads.
