[scribus] Ghostscript 8.60+ or newer version of gswin32c.exe for installing Scribus 1.3.7 freeware

since most people don't need ghostscript when working with scribus and 
this seems to be one of the biggest problem people have when installing 
scribus, wouldn't it be wiser to show the alert when one tries to use 
one of the actions which need gs, rather than on start up?
