You do not say what version of Scribus you are using, nor which
platform.
All I can say is that using 1.3.8 on linux, node snapping seemed to
work fine.

Furthermore, as the image above shows, the major grid is at 1.0000
inches and the minor grid at 0.125 inches. Both dimensions were written
in without any problem
