[scribus] The properties palette doesn't show up for any frames

I had the same problem on my mac.  The properties pallete window
 is sized too small in the prefs  First close Scribus.  Go to 
user/library/prefs/scribus/prefs.xml/context name/properties palette 
and change height, left, top, width to 100.  
Then you can make it larger when you reopen Scribus.
