[scribus] No "Properties" panel

I'm trying to use Scribus 1.3.8 on an Intel Mac with OS X 10.6.4. However, it  
is impossible to make the Properties panel visible and  without it Scribus is  
basically unusable. Are you aware of this problem, is there a fix for this?
