It took me some time to figure out what you meant, and I'm still not sure if 
my assumption is correct. You are probably working with the newsletter 
template. In this case, the text frame with "Issue 1" is on a master page.

Go to Edit > Master Pages, select the right master paste and delete the text 
frame.
