This is a phenomenon I am seeing at times with Fedora as well, though I
can't say that it is unique to Scribus. The main problem I have had with
Scribus on Fedora has typically been needing to use an alternative print
command just to get printing to work, and this does seem to be unique to
Scribus. It may have something to do with changes in CUPS that Scribus
hasn't kept up with.
As far as working around this, you could try fiddling with the Job
Options in CUPS (presuming that's what you're using) or see if they have
some weird values. AFAICT, you don't have access to this from the
Scribus Print dialog.
With or without fiddling to figure out values, you could then use an
alternative printer command such as lpr, then add options, e.g. '-o
page-top=N -o page-left=N' where N is your correction in points.
Although obviously a PITA, once you figure this out, then the command
should be saved in Scribus for future use.
