Yep. In fact on this system, both those commands (and the item in the
Start Menu, too) bring up the qtconfig-qt4 application.
I've even tried running it as root.
I have noticed that if I make a change to the Window Background colour,
and then close qtconfig, it has reverted back next time I open it. It
reverts to the colour of the system theme that I've set, so I think that
must override the setting in qtconfig.
But somehow it doesn't apply it to Scribus.
Oh well! I guess a little non-conformity is a good thing.
