There is no 64 bit version of Scribus but Scribus works just fine on Windows 7 x64.
You would probably be happier with version 1.3.8 than 1.3.3.4 even though v 1.3.8 is 
officially not a stable release. V1.3.9, officially not stable, is scheduled to be released 
in a few days. I have been using 1.3.8 on Win 7 x64 with no problems.
