Make sure Image Processing Tool has the full path to the gimp executable. Something like: C:/Program Files/GIMP-2.0/bin/gimp-2.6.exe. If it's still not working after that, then come back here for more ideas.
And, you DON'T need Scribus to be able to resize an image within an
image frame. Go to the properties palette and you will find settings
to scale the image and also to position it within the frame (works
like a cropping tool).
Also, keep in mind that when using Gimp from Scribus to edit an image
you will edit the source image. Scribus does not embed images, it only
links them. So you might end up edititing an original image you didn't
want to edit. The best way to avoid this is to do any Gimp editing on
the image file directly (Scribus will reload the image file at least
each time the document is opened).
