[scribus] PDF X/1-a

PDF X/1-a output option available in Scribus 1.5.0 which I update 
nightly. Presumably it will be equally available in 1.6 whenever that 
appears. 

The next stable release is scheduled to be 1.4. How much trouble would 
it be for the developers to retrofit the PDF X/1-a format option to the 
released 1.4?
