[scribus] Balloon descriptions in 1.4.0

I am used to the feature whereby if you place a mouse over an icon  
or field on a menu etc. the function of that item pops up in a little 
balloon.  I don't seem to have that function in 1.4.0.  For a while
the text showed in a rectangle with a blue background to the left of 
the item (not the best location IMO) but now the rectangle doesn't 
even appear.  Is there a setting somewhere I need to change? I am 
using 1.4.0 RC3 dated April 16th.
