yes. you should upload it to the bug tracker if you think that scribus has a bug.

you can't think of all the strange things i've found in .SLAs and which could explain misbehaviors.

personally, i've followed your steps, created a pdf, opened it with my usual pdf viewer and everything was ok (i was not expecting anyhting else, btw...).
