[scribus] Text flows around frame problem

Hi,
I'm using version 1.3.9 and 1.4 as test bed. My OS is Windows XP 32 bit. I've used previous versions of Scribus earlier but with these versions I just cannot find a way to make text flow around picture frame. I've looked online manuals

but I cannot get the text flow around picture frame. There is no effect no matter which selection I choose. 

What to try next?
