[scribus] Import ISA files

It would be good work practice to be able to make up small peaces of 
scribus own format (sla) to be able to import them in their appropriate 
places. Like a book, for example, to the complex parts, save them and 
import them into an on going work.

A little like the ‘scrap book’ but specific for the ongoing work.

Doing so in a PDF file has not worked well for me.
