i don't fully agree...
imo basic programming skills are enough... but you need good software
development skills (most pupils will know how to program, but not know
how to build good code!)
having contributed to other open source projects (or being a
professional in the field) may also be more important than having
contributed to scribus itself.
what i miss a bit on your list: knowledge in DTP related fields don't
harm at all!
