This is true.

I do some Dexter's Lab jobs here, and find why scaleImage() is deprecated:
it scale at 72-points-base.

getImageScale() works in the same manner. If a image is at 72 DPI,
getImageScale() will return (1.0, 1.0).
If a image is at 144 DPI, will return (0.5, 0.5), and so on.
