From my perspective, it would seem difficult to support either while not
knowing the actual presentation to the user by either system.  Tool tips can
be useful and if delayed a bit after the cursor reaches the triggering area,
they don't seem to be intrusive.  And if there was a configuration switch to
turn them off or on, that would make the GUI much more a personal
preference.

On the other hand, an alert area would be usable provided it did not consume
a considerable amount of screen real estate.  It would seem necessary for
the alert to be posted each time the cursor was placed into the triggering
area, so it might possible to see a large number of the same messages in
that alert area if one where not careful with cursor placement.

Unless I can see how this thing will work rather than just some one's
description of their idea, selection of the best tool is impossible.
