This is problematic for a line (ie, a line segment), since what you can
adjust in Properties are the X-Pos or Y-Pos of the entire line, plus the
width.
OTOH, what you might consider is creating a line segment as a Bezier
curve. Click for one end, then the other, then right-click to end the
line. The advantage is that you can go to Properties > Shape, select
Edit and adjust each end (node) of the line independently using the
spinboxes for X, Y positions.
