I guess you missed the part where I recommended looking at more 
flexible versions of TeX, other than LaTeX.

One of the virtues of TeX is the \input statement. If you had a master 
file or files individual contributions could be added easily, 
rearranged, indexed and so on. 

Physical design of the cards could be done in any good drawing 
program, including some you have rejected like Inkscape. An Inkscape 
drawing can be incorporated into either pdftex or Scribus without much 
trouble.  Conversion to CMYK can be done in ImageMagick. You already 
know the Scribus graphic frame routine, and for pdftex three 
statements will do. The first statement can include the width, height 
or both. If only one dimension is given the other is adjusted 
automatically.  Here are the statements for one illo from my e-book:
\pdfximage width 2.0in{f270g.jpg} 
\pdfrefximage 
\pdflastximage
These are put on separate lines for clarity.

TeX has a clear advantage in assembling bits and pieces from multiple 
authors, and in producing compact pdf files. Or my e-book I chose  
pdftex (I would have preferred Scribus) solely on the issue of file 
size.

Scribus has a clear advantage in ease of precise placement of graphics 
on a page and in producing varieties of pdf output, particularly if 
you use 1.5.0 which will do pdf X/1-a:2001.

I don't know all the details but those are some thoughts for your 
consideration.
