AFAICT neither the screenshot in the blog nor the referenced bug report
disclose a lot of details about how this tool was implemented:

How does it work? What parameters can be modified? Using a dialog, the
mouse or keyboard shortcuts? What kind of constraints can be applied
when editing the parameters? ... (yes, I'm among those not compiling
Scribus from source ;) ).
