[scribus] The never-ending quest for a stable version

I don't know if the long time periods causes confusion, but I do think
that it has been a very, very long time since 1.3.3.14. I wonder if in
the future new stable versions can be made of smaller bites at a time.
But maybe that's not practical or there are other reasons why it needs
take so long.
