That is what Scribus does when you select output "For printer". It
will create a CMYK PDF.

And if you select For screen/web it converts everything to RGB,
creating a RGB PDF.

(I think the exception is PDF-X/3, then I think everything is embedded
"as is" and the conversion to CMYK left to the printer/RIP. )
