Hi Christine,
Scribus can certainly be used for the necessary layout.
The business of printing particular layout pages on particular print
pages in specific places in imposition. Scribus cannot do imposition
internally.

If you are using a commercial printer, they may be willing and even
prefer to do the imposition for you. You would still want to do your
Scribus work with left and right pages, inserting blanks where needed,
to make the printer's job easier.
