That's not a bug, it's a feature!
Hyphens and other punctuation that protrude slightly into the margin
area actually make the type block look more rectangular. It is called
optical justification or hanging punctuation. The premier
typesetting engines, InDesign and TeX, offer it. I use that feature
routinely when typesetting books that use full justification.
Google on "hanging punctuation" for more detail.
I do hope the "fix" has not eliminated this pro level feature from
Scribus. I don't typeset books in Scribus but others do.
